William McDowell

Dynamic Leader and proven diplomat, Colonel (ret.) William McDowell is skilled in directing executive-level international strategy, government affairs, dispute resolution, real-world operations and international risk management.  Col McDowell retired as executive director of Air, Space and Cyberspace Integration in the Security Cooperation Office at the U.S. Embassy, Bogota, Colombia. Recognized as a change agent in operational and administrative organizations, fostering high performing, culturally aware and emotionally intelligent teams. As the Senior Foreign Area Officer in Latin America leading coordination for the Western Hemisphere, he instructed senior executive courses and executed a portfolio exceeding $1.4 billion in foreign military sales and training programs. In an additional capacity Col. McDowell currently serves on the board of directors for Odin Petroil SA, one of the 500 largest companies in Colombia.
