Wil Zemp

Wil Zemp serves as Senior Advisor to the CEO of Libélula Integrated Solutions, where he leads strategy, execution, and growth across advanced defense and emerging technology programs. A former senior U.S. Government executive, Wil served in Plans, Policy & Analysis at the Department of State, where he shaped national technology policy, led U.S. positions on autonomous weapons and AI governance in UN treaty negotiations, and integrated emerging-tech frameworks across State, DoD, and the NSC. As Director of Joint and Army Futures Concepts, he stood up the Defense Innovation team at Capital Factory in Austin, connecting venture-backed startups to national security missions. Wil has founded and exited three EdTech and DefTech ventures, managed a $25M+ innovation and venture portfolio, and is an active angel investor in dual-use technology. He brings deep experience aligning public-sector priorities, private capital, and high-growth ventures to deliver operational impact at speed and scale.
